This growth in real defense expenditures does not, however, signify that there are no great problems in financing the military apparatus. First, although the military has certainly succeeded in obtaining a part of the increases in national income and tax revenues, its part has become proportionately smaller in relation to spending for private purposes and most other government outlays.
